Vatandaslıgın Kazanılması, Küresellesme ve Uluslararası Göç Üzerinden Bir Degerlendirme

Abstract

Vatandaslık kavramının kökeni, antik Yunan ve Roma’ya kadar geriye gitse de asıl olarak modern vatandaslıgın temelleri Westfalya Antlasması sonrasında ortaya çıkan ulus-devletler düzeninde bulunur. Küresellesmeyle meydana gelen gezegen ölçegindeki insan hareketliligi, getirmis oldugu çesitli olanak ve esitsizliklerle milyonlarca insanın dogup büyüdükleri, vatandası olarak yasadıkları ülkeleri terk etmeleriyle birlikte ilerlemeye devam etmektedir. Uluslararası göçle birlikte vatandaslık statüsüyle göçmenlik arasındaki dogrudan iliski, devletleri vatandaslık politikalarında degisiklik yapmaya zorladı. Bu arastırmada tarihsel süreçte antik Yunan’dan başlayarak günümüze kadar vatandaşlık kavramının farklı yönleri ve vatandaslıga erisim sürecinin belirleyicileri degerlendirilmistir. Ayrıca arastırmada küresellesme ve uluslararası göçle birlikte vatandaslıgın kazanılması konusundaki degisen egilimler, yatırımcı vatandaslık, küresel hareketlilikteki esitsizlikler gibi konular ulus-devletler ve bireyler yönünden irdelenmistir.
