Zelena Ekonomija I Održivi Razvoj U Zemljama Zapadnog Balkana (Green Economy And Sustainable Development In The Western Balkan Countries)

Abstract

Održivi ekonomski razvoj podrazumeva ekonomski rast i razvoj koji vodi računa o zaštiti životne sredine povezivanjem održivog ekonomskog rasta sa poboljšanjem zdravlja ljudi, socijalnom pravdom, zapošljavanjem i zaštitom životne sredine. Uzimajući u obzir mogućnost ponovne ekonomske krize, kao i efekte prekomernog trošenja resursa i uništavanja ekosistema, zelena ekonomija (uključivanje životne sredine u ekonomski razvoj) se nedavno pojavila kao ogroman zaokret u razmišljanju i smatra se za jedno od mogućih uspešnih rešenja za poboljšanje ekonomskog rasta, istovremeno smanjujući potrošnju resursa i sprečavajući uništavanje ekosistema. Sa druge strane, sveukupno, zemlje Zapadnog Balkana su siromašne i male, ali sa ogromnim potencijalom za primenu zelene ekonomije, održiv razvoj i ekološko preduzetništvo. U tom kontekstu, cilj rada je da ukaže na moguće pravce uspostavljanja ravnoteže između socijalnog i ekonomskog razvoja i zaštite životne sredine, a time i uputi na značaj izgradnje dugoročno održive ekonomije čiji se koncept zasniva na ekonomskom razvoju usklađenim sa ekološkim osnovama i u tu svrhu će se koristiti metoda studije slučaja. Mnogo toga još treba da se uradi u pogledu zelene ekonomije u zemljama Zapadnog Balkana, a naročito imajući u vidu visok nivo zagađenosti vazduha i postizanje energetske efikasnosti kao ključne probleme u regionu. Zelena agenda za Zapadni Balkan, kao nove smernice za razvoj, nudi mnogo više mogućnosti za prevazilaženje tih i sličnih problema. Navedena agenda sledi Evropsku zelenu agendu i obuhvata pet ključnih područja za delovanje: dekarbonizacija, cirkularna ekonomija, smanjenje zagađenja, održiva poljoprivreda i biodiverzitet.
