Industrijska Politika Kao Pretpostavka Dinamičnog I Održivog Razvoja: Primer Brazila (Industrial Policy As A Term For Dynamic And Sustainable Development: Example Of Brazil)

Abstract

Prihvatanje nacionalnog razvoja kao dela globalnog razvoja nas navodi na pitanje: kako države mogu olakšati pojavu novih sektora i proizvoda koji bi imali centralno mesto u dinamičnom nacionalnom razvoju? Uključivanje države mora se uzeti kao jedna od društveno-političkih determinanti razvoja. U oživljavanju interesa za industrijskom politikom, uprkos višestrukim teorijskim ili političkim debatama, postignut je konsenzus da je industrijska politika suštinska komponenta nacionalne strategije za dinamični razvoj, baš kao i politike koje se tiču obrazovanja, naučnog i tehnološkog razvoja. Problem sa kojim se većina vlada suočava danas nije da li je industrijska politika potrebna, već kako je najbolje osmisliti i sprovesti. Na osnovu brazilskog iskustva, mogu se izvući opšte lekcije. Prvo, industrijska politika se mora upotrebljavati u svrhu podsticanja dinamičnog privrednog razvoja; drugo, efikasnost politike zavisi od sposobnosti države da podrži kompetencije nacionalnih firmi; treće, razvojna banka koja je sposobna da efikasno obezbedi dugoročno finansiranje, ima strateški značaj za industrijski sektor. Konačno, važnost sprovođenja politike ne može se potcenjivati: javne agencije moraju imati dobro definisane ciljeve i instrumente za sprovođenje politike.
