La población en riesgo de pobreza o exclusión social en España, según la definición del Consejo Europeo

Abstract

En este artículo se describe el concepto de población en riesgo de pobreza o de exclusión social que sirve para cuantificar los objetivos que en esta materia presentan los países de la Unión Europea. A partir de esta definición, se analiza cómo ha evolucionado la pobreza en España y qué factores han contribuido a que sus niveles estén todavía por encima tanto de los objetivos oficiales para 2020 como de la media del resto de los países de la Unión Europea. Finalmente, se identifican algunos aspectos de la anterior definición que sugieren abordar el concepto de pobreza económica desde varias perspectivas complementarias.
