Propuesta ambiental. Acciones para un desarrollo sostenible en el Perú

Abstract

El objetivo principal de este documento es definir acciones, proyectos y áreas concretas de trabajo con resultados en plazos cortos, con miras a generar toma de conciencia sobre los importantes beneficios económicos de la protección ambiental. Las propuestas contenidas en este documento deben ubicarse en el marco institucional ambiental cuya eficacia, a pesar de mostrar mejoras, no inspira todavía la suficiente confianza. Tanto la promulgación del Código del Medio Ambiente, la creación del CONAM y FONAM, como el marco legal ambiental para Energía y Minas, contrastan con la inexistencia de normatividad homogénea sobre estudios de impacto ambiental y de legislación específica sobre manejo de recursos naturales (forestal y agua), así como la carencia de gestión ambiental en el Ministerio de Economía y Finanzas y débiles instituciones descentralizadas. Las propuestas se ordenan de acuerdo a los siguientes dos grandes temas: Conservación y manejo de la biodiversidad y Calidad ambiental y sanidad. Las actividades específicas que atraviesan estos temas también son abordadas Este documento se publicó en el año 2000, gracias al auspicio del Banco Mundial.
