Reformas, crecimiento e informalidad. Propuesta de política

Abstract

El propósito de este documento es sugerir una propuesta de políticas orientada a acelerar la creación de empleo formal protegido y mejorar la productividad, los ingresos y la protección laboral del empleo informal urbano y rural en el Perú. El trabajo comprende, además de la introducción, la sección 2 que presenta el comportamiento de los sectores informales frente a la aceleración del crecimiento económico. La sección 3 que discute la evidencia de los estudios de Morales, Rodríguez, Higa y Montes (2010); Rodríguez e Higa (2010); y Díaz, Saldaña y Trivelli (2010) para el tema de los efectos de las reformas y de la aceleración del crecimiento sobre la informalidad en Perú. La sección 4 presenta una reflexión sobre reformas laborales e informalidad. La sección 5 sugiere algunas de las políticas que podrían contribuir a acelerar el crecimiento del empleo formal. La sección 6 señala algunas sugerencias de políticas para elevar la productividad y las condiciones de vida en el sector informal urbano. La sección 7 hace lo mismo para el segmento de pequeños productores agrícolas. Finalmente, la sección 8 sintetiza las principales conclusiones. Este documento se publicó en el año 2010, gracias al auspicio del Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
