Pobreza, distribución del ingreso y programas sociales. Balance de investigación 2007-2011 y agenda 2012-2016

Abstract

Esta investigación corresponde al capítulo 9 del libro La investigación económica y social en el Perú. Balance 2007-2011 y agenda 2012-2016, serie CIES Diagnóstico y Propuesta 53, 2012, pp. 325 a 380. El objetivo de este balance de investigación es brindar una visión general de la oferta académica en los temas de pobreza, distribución del ingreso y programas sociales en el período 2008-2011. Para ello, se ordena el debate en torno a estos temas clave y se explora las principales conclusiones, regularidades empíricas o discusiones abiertas en la literatura. Asimismo, el balance busca proveer un resumen de las prioridades de investigación futura que ayude a la academia a identificar las brechas de conocimiento que persisten, así como las necesidades de investigación desde la óptica de la política pública. Para la elaboración de la agenda de investigación se ha utilizado tres fuentes. La primera son los lineamientos de investigación futura explícitos e implícitos de los documentos revisados y aquellos pendientes de los balances antes realizados; la segunda son las prioridades de investigación establecidas por el Consejo Consultivo del Sector Público del CIES; y la tercera son las entrevistas a funcionarios del Ministerio de Desarrollo e Inclusión Social (Midis) para los fines específicos de esta investigación, así como las recomendaciones de los participantes del Taller CIES-Midis sobre prioridades de investigación en programas sociales. Este estudio se desarrolló como resultado del XIII Concurso Anual de Investigación CIES 2011, con el auspicio del Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
