Imaginando litio: Puno y gobernanza pre-minera

Abstract

Nuestro proyecto estudia posibles innovaciones de instituciones para gobernanza minera por parte de autoridades sub-nacionales en las zonas ricas en litio de Puno. Preguntamos cómo actores sociales y autoridades provinciales y distritales, disputan con el Estado Central mayor influencia en las grandes decisiones de la gobernanza minera del litio durante la actual fase pre-extractiva. En base a entrevistas y observaciones en las localidades mineras encontramos que, a pesar de no tener facultades para el gobierno de la gran minería, autoridades sub-nacionales en Puno vienen empujando iniciativas de gobernanza en base a expectativas económicas y políticas. El cumplimiento de estas expectativas condicionaría el apoyo de autoridades sub-nacionales y dirigentes sociales a los planes de promoción minera de litio del Poder Central.
