¿Son las transferencias directas condicionadas efectivas para detener la deforestación en la Amazonía?

Abstract

Este estudio evalúa la efectividad en reducir la deforestación del Mecanismo de Transferencias Directas Condicionadas (TDC), una política de transferencias monetarias a comunidades nativas de la Amazonía Peruana con la condición de preservar el bosque y cumplir un plan de gestión del incentivo monetario. Utilizando diferentes estrategias de identificación y grupos de control, se encuentra que las TDC tienen un impacto limitado o nulo en su objetivo principal. Durante los cinco años del convenio existe una ligera disminución en la probabilidad de eventos de deforestación, pero que logran ser traducidos en diferencias estadísticamente significativas de reducción de pérdida de bosque en un margen intensivo. El estudio resalta la importancia de la focalización y la presencia de una posible selección adversa en este tipo de programas, tal que comunidades que participan hubiesen tenido el mismo resultado de deforestación en la ausencia de la intervención.
