Reelección subnacional y corrupción

Abstract

La presente investigación busca medir el impacto de la prohibición de la reelección de autoridades subnacionales en los riesgos de corrupción en contrataciones e inversión pública en el Perú. Específicamente, se evalúa si se produjo un cambio estructural antes (2010-marzo 2015) y después de la prohibición de la reelección (abril 2015-diciembre 2020), en un panel de datos de indicadores de riesgos de corrupción con una serie de tiempo interrumpida, controlando por la variabilidad pre-tratamiento en la evolución de estos indicadores a través de una técnica de matching. Los resultados nos muestran que hay evidencia para concluir que la prohibición de la reelección subnacional ha tenido como consecuencia un aumento en el riesgo de corrupción, antes que una disminución o un efecto nulo.
