Crecimiento económico inclusivo: el rol del Índice de Oportunidades Humanas y la pequeña agricultura

Abstract

El crecimiento económico puede ser más inclusivo y puede tener mayor efecto en la reducción de la pobreza si es complementado con dos estrategias, una universal y otra sectorial. La primera consiste en impulsar la igualdad de oportunidades para niños y niñas a través de la provisión de bienes y servicios básicos de calidad que generen una elevación rápida y sostenida del Índice de Oportunidades Humanas (IOH). La segunda se refiere al impulso a la Pequeña Agricultura Familiar (PAF), de la cual dependen más de dos millones de hogares rurales. Dinamizar PAF es esencial para acelerar la reducción de la pobreza, especialmente la pobreza extrema. Documento realizado en el marco del proyecto Construyendo Diálogo Democrático
