Consensos para retomar la reforma política

Abstract

El funcionamiento del sistema político está condicionado por los actores de manera que ningún diseño institucional puede garantizar el buen funcionamiento de la democracia. Sin embargo, si bien la reforma política no resuelve todos los problemas, sin ella no hay cambio. Se plantean tres reformas constitucionales que pueden tener un importante impacto en el sistema político: (1) reestablecer la reelección parlamentaria inmediata; (2) reestablecer la bicameralidad; y (3) modificar la regulación de la vacancia por la causal de permanente incapacidad moral, la responsabilidad del Presidente de la República durante su mandato, la cuestión de confianza y la disolución del Congreso.
