Gobernabilidad y reforma del sistema político electoral. Balance de investigación 2016-2021 y agenda de investigación 2021-2026

Abstract

En este trabajo se hace un recuento y balance de las investigaciones realizadas sobre el tema de la gobernabilidad y la reforma del sistema político y electoral en el periodo 2016-2021, y sobre esa base planteamos lo que consideramos la agenda de investigación relevante en estos temas para el periodo 2017-2021. Para elaborarlo, recogimos la opinión de un grupo amplio y plural de expertos en los temas tratados, que nutrieron su elaboración. Consideramos que la investigación sobre estos asuntos es muy relevante no solo en la fundamentación de propuestas para que puedan llevarse a la práctica, también para evaluar sus efectos y plantear mejoras; la coyuntura política actual ha puesto en agenda de debate estos temas, y existe una amplia percepción de la necesidad de que en el país se implemente una reforma política e institucional integral como clave para emprender y sostener reformas en otros ámbitos. Este estudio se desarrolló como resultado del XXIII Concurso Anual de investigación CIES 2021-I y forma parte del compendio del Balance de Investigación 2016-2021 y Agenda de Investigación 2021-2026. Es auspiciado por la Fundación Manuel J. Bustamante de la Fuente, el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y el Consorcio de Investigación Económica y Social (CIES).
