Capacidades locales y conflictos intergubernamentales en la gestión del transporte urbano en Lima Metropolitana 2007-2014

Abstract

El objetivo central de este trabajo es identificar los factores que influyeron en el desempeño de las funciones de regulación y fiscalización de la Gerencia de Transporte Urbano (GTU) de la Municipalidad Metropolitana de Lima (MML) sobre el sistema de movilidad urbana a lo largo de dos períodos de gestión con orientaciones distintas sobre el sistema de movilidad de la ciudad: 2007-2010 (Luis Castañeda) y 2011-2014 (Susana Villarán). De esta forma, se apunta a mejorar nuestra comprensión acerca de uno de los temas prioritarios dentro de la Agenda del Consorcio de Investigación Económica y Social (CIES) en gestión pública y servicio civil: el funcionamiento del Estado peruano a partir de las reformas de descentralización y, más específicamente, acerca de las barreras que existen dentro de los gobiernos subnacionales para la gestión y provisión de servicios públicos (Ugarte & Cajavilca, 2021). El presente proyecto es ganador del XXIV Concurso Anual de Investigación 2021 - II, realizado con recursos propios y con el auspicio de la Fundación Manuel J. Bustamante de la Fuente, el Fondo Fiduciario de la ONU para Eliminar la Violencia contra la Mujer y la Fundación Nacional para la Democracia (NED, por sus siglas en inglés).
