¿Qué motivos hacen al sector penitenciario poco atractivo para el desarrollo de asociaciones público privadas?

Abstract

De acuerdo al informe estadístico penitenciario (INPE, 2019), hasta el 2019 la población de internos era de 95,548 personas, las cuales se encuentran hacinadas en cárceles que solo pueden albergar a 40,137 personas. Del total de internos, un 74.39% son reingresantes y solo un 48% cuentan con sentencia. Estas cifras muestran la precariedad de su condición, lo cual los hace vulnerables en temas de salud, alimentación, seguridad y otros aspectos. Además, la escasez de recursos profesionales especializados y de infraestructura adecuada hacen insuficientes los esfuerzos del personal penitenciario por atender estas necesidades. Hasta febrero del 2020, estos penales albergaban 170 niños (90 varones y 80 mujeres) y a otros grupos vulnerables como adultos mayores, discapacitados, extranjeros, población indígena y LGTBI, sobre los cuales no existe información oportuna. Este estudio se desarrolló como resultado del XXII Concurso Anual de Investigación CIES 2020, con el auspicio de la Fundación Manuel J. Bustamante de la Fuente, el Fondo Fiduciario de la ONU para Eliminar la Violencia contra la Mujer (ONU Mujeres), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y el Consorcio de Investigación Económica y Social (CIES).
