Impacto de la Carrera Pública Magisterial sobre rendimiento académico y competencias socioemocionales de estudiantes

Abstract

La educación en el Perú llega a muchos, pero sirve a pocos. Esta frase que da título al libro de Beltrán y Seinfeld (2013), expresa en unas pocas palabras la problemática de la educación en el Perú: los niños, niñas y adolescentes acceden a un servicio educativo, pero a uno de baja calidad (Banco Mundial, 2006; Guadalupe et al., 2017). Es decir, tienen acceso a educación, pero no todos aprenden. Esta cruda realidad se refleja en los resultados de la Evaluación Muestral (EM) de 2019 aplicada a los estudiantes de 4to grado de primaria: solo 3 de cada 10 niños y niñas logran un nivel satisfactorio en matemática y lectura. Sin embargo, casi los 10 (97.3%) asisten a la escuela, según el portal de Estadística de la Calidad Educativa (Escale). El panorama es incluso peor en secundaria según la Evaluación Censal de Estudiantes (ECE) de 2019: mientras que casi 9 de cada 10 adolescentes (87.7%) se encuentran estudiando en una escuela2, solo 1 o 2 de cada 10 logran el aprendizaje esperado en matemática y lectura para segundo grado de secundaria.
