Universalizar las cunas para reducir las brechas sociales y de género

Abstract

Esta publicación es uno de los 20 documentos de política del proyecto Perú Debate 2021: propuestas hacia un mejor gobierno, promovido por la Escuela de Gobierno y Políticas Públicas de la Pontificia Universidad Católica del Perú, el Instituto de Estudios Peruanos (IEP), la Asociación Civil Transparencia, el Centro de Investigación de la Universidad del Pacífico (CIUP), IDEA Internacional, y liderada por el Consorcio de Investigación Económica y Social (CIES). La responsabilidad del cuidado de infantes es una tarea predominantemente femenina. Representa una de las principales causas de brechas de género en el mercado laboral y en la autonomía económica en general. El Perú no tiene una normativa que garantice a las familias la disponibilidad de cunas para niños y niñas menores de tres años. Este documento analiza las diferentes ventajas de una política de universalización de las cunas para la igualdad de oportunidades laborales de las mujeres, para el desarrollo infantil temprano y para la economía del país en general. Presenta opciones complementarias orientadas a implementar cunas dirigidas a diferentes sectores de la población, que involucren a distintos niveles de gobierno, actores del sector privado y organizaciones sin fines de lucro.
