Gobernanza forestal y sostenibilidad en la Amazonía: avances y desafíos de políticas en el Perú

Abstract

A pesar del cambio en el régimen legal del año 2001, el manejo de los bosques todavía es poco sostenible. En el 2011 se aprobó una nueva ley forestal (Nº 29763). Qué aspectos de la gobernanza forestal han mejorado y cuáles todavía siguen siendo un desafío son preguntas que esta investigación busca responder. Si bien esta nueva ley ha traído cambios sustanciales, los retos giran en torno a su implementación. Especialmente para fortalecer las autoridades forestales regionales, implementar los comités de gestión, y consolidar el CONAFOR, SINAFOR y SNIFFS. Además, resulta necesario llevar a cabo una evaluación del modelo de títulos habilitantes. Con respecto al género, el salto a nivel normativo ha sido importante, pero todavía no se ve reflejado en la práctica. Este estudio se desarrolló como resultado del XIX Concurso Anual de Investigación CIES 2017, con el auspicio de Global Affairs Canada (GAC), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés), la Fundación Manuel J. Bustamante De la Fuente, la Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) y el Consorcio de Investigación Económica y Social (CIES).
