¿Qué tan efectivas son las áreas de protección natural en presencia de carreteras? Un análisis del caso peruano

Abstract

Se estudia el impacto conjunto de las áreas naturales protegidas (ANP) y de la construcción de carreteras sobre la deforestación. Utilizando información del MINAM, MTC y del INEI, y bajo la metodología de triple diferencias, se encuentra, principalmente, que por cada 400 Km2, en los últimos 15 años: (i) el área deforestada aumentó 3.8 Km2; (ii) la construcción de vías incrementó la deforestación de 5.1 km2; (iii) el despliegue de ANP redujo la deforestación en 2.9 km2; y, (iv) preocupa que el impacto de la cercanía a las vías de comunicación se imponga al efecto protector de las ANP. Se recomienda que MINAM y MTC coordinen cercanamente frente a políticas de conservación de bosques y de cierre de brechas de infraestructura vial. Este estudio se desarrolló como resultado del XIX Concurso Anual de Investigación CIES 2017, con el auspicio de Global Affairs Canada (GAC), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés), la Fundación Manuel J. Bustamante De la Fuente, la Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) y el Consorcio de Investigación Económica y Social (CIES).
