Efecto de la ley general de turismo en la informalidad laboral en el Perú

Abstract

El objetivo de la investigación es estimar el efecto causal de la Ley General de Turismo en la informalidad laboral de trabajadores dependientes e independientes del sector turismo peruano, así como explorar efectos diferenciados entre hombres y mujeres considerando la mayoritaria participación laboral femenina en turismo. Empleando la Encuesta Nacional de Hogares entre los años 2004 - 2016 y un modelo de diferencias en diferencias, se compararon los niveles de informalidad laboral entre trabajadores del sector turismo y trabajadores de otras actividades económicas privadas. Se obtiene evidencia que la Ley General de Turismo habría generado un incentivo a la formalidad de trabajadores dependientes, tal efecto sería más relevante en el caso de mujeres. Este estudio se desarrolló como resultado del XIX Concurso Anual de Investigación CIES 2017, con el auspicio de Global Affairs Canada (GAC), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés), la Fundación Manuel J. Bustamante De la Fuente, la Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) y el Consorcio de Investigación Económica y Social (CIES).
