Descentralización y desarrollo regional. Balance de Investigación en Políticas Públicas 2011-2016 y Agenda de Investigación 2017-2021

Abstract

Esta investigación forma parte del capítulo 1 del libro Balance de investigación en políticas públicas 2011-2016 y agenda de investigación 2017-2021. La descentralización ha significado la reforma política e institucional más importante del Perú en la década pasada, la cual ha tenido incidencia en el desarrollo regional. Pese a ello, muchos diagnósticos (OCDE 2016; CGR 2014) coinciden en reconocer que existe una desordenada implementación del proceso, y es necesario realizar una reingeniería de la descentralización, a fin de fortalecer la democracia local y la eficiencia en la provisión de servicios públicos a nivel descentralizado. Este capítulo busca dar cuenta de la investigación realizada sobre la descentralización y el desarrollo regional en el Perú entre los años 2011 y 2016. También se establecen las prioridades para orientar los esfuerzos de investigación del CIES –durante los próximos años– en ambos campos, los cuales son de mucha relevancia para el país. El estudio contó con el financiamiento de Global Affairs Canada (GAC) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
