Mapeo de experiencias de vigilancia social

Abstract

Este proyecto se desarrolla por encargo del Grupo de Trabajo de Vigilancia Social y cuenta con el auspicos de DFID. El estudio deberá elaborar un diagnóstico sobre la experiencia acumulada de vigilancia social, que incluya un análisis de la concepción y práctica de la vigilancia social, un mapeo general de las experiencias de vigilancia en todos los campos temáticos, un mapeo en profundidad de las experiencias de vigilancia social de programas y sectores sociales, y finalmente proponer diferentes opciones para la constitución de un sistema nacional de vigilancia que opere a varios niveles, especialmente el local. Se trataría no solamente de ofrecer herramientas técnicas para una vigilancia a diferentes niveles, sino diseñar alternativas para incorporar a las Organizaciones Sociales Básicas y a los pobres y excluidos en esta tarea. Este proyecto busca sentar las bases y definir los alcances de lo que será un Sistema Nacional de Vigilancia, el cual promoverá la vigilancia de las organizaciones de la sociedad civil, especialmente aquellas representativas o vinculadas con los grupos excluidos o en pobreza, sobre la inversión social del Estado y la aplicación de las políticas de lucha contra la pobreza.
