Balance primer año de gobierno de Alan García: Reforma del estado

Abstract

No se puede negar que la reforma y la modernización del Estado han estado en la agenda del gobierno de Alan García desde el primer día de su gestión. Ha actuado en diversos temas y campos relacionados a la reforma del Estado, con enfoques y procedimientos variados, así como con resultados bastante dispares. En este primer año de gobierno del APRA se ha tenido aciertos, errores y omisiones. Hay que profundizar los primeros, corregir los segundos e iniciar las terceras. La reforma del Estado es un tema complejo del que se han corrido casi todos los gobiernos; que este lo ponga en la agenda y empiece a encarar algunos de sus retos ya es bastante. Sin embargo, en este tema no se puede ser condescendiente, pues de él depende en mucho el desarrollo y el bienestar de peruanos y peruanas. El estudio contó con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
