Supplying new housing in the UK: How can more private sector and affordable housing be developed in an era of lack of supply?

Abstract

This paper considers the key blockages that have prevented significant increases in the supply of new housing in the UK over the past 25 years, drawing on relevant academic research and analysis. It puts forward a range of suggested changes to policy and practice in the UK to boost supply. The paper focuses on: the approach to infrastructure, financing models; unlocking additional land; and national policy. It aims to provide the reader with an overview of the drivers of under-supply and an insight into potential policy and practice solutions.
