Peculiarities of normative regulation of anti-crisis management in agriculture

Abstract

State anti-crisis regulation, aimed at the interaction of the state and the market in order to overcome the negative consequences of crises and develop a strategy for the sustainable development of the state and the economy, to a large extent determines the main leading trajectory of economic development. The article discusses the methods of anti-crisis management aimed at eliminating negative trends using the levers of state influence on the macroeconomics and economic agents through the development of an appropriate regulatory framework. The purpose of the article is to identify and identify the main tools of anti-crisis regulation, enshrined in the legal framework of the Russian Federation, to identify the features of anti-crisis regulation of the agricultural industry. The article analyzes the current established practice of anti-crisis measures, determined by the prompt response of the government through a predominantly fiscal and monetary policy, the tools of which, depending on the depth and danger of the negative consequences of the crisis situation, can be active, preventive and leading in terms of the formation of the economic policy of the state and the formation of the regulatory framework that secures these tools. This direction of anti-crisis development defines a new doctrine for the formation of the next stage of economic development. The research methods used in this article are synthesis, statistical analysis, comparison methods. The article presents an analysis of the regulatory framework for anti-crisis management at various stages of the cyclical development of the economy, and the tools set forth in the strategic regulatory documents of the Russian Federation. The authors come to the conclusion that the tools of anti-crisis regulation, determined by the normative regulation of anti-crisis management in agriculture, include means of anti-crisis impact on economic processes according to the phase of development of the crisis, and, based on the results of the study of the regulatory framework, they present a matrix of sets of applied anti-crisis management tools.
