Contractarea serviciilor de utilităţi publice – între concepte și realităţi

Abstract

Sistemul serviciilor de utilităţi publice continuă să fie însoţit de elemente cu caracter de discriminare și inegalitate. Pe de o parte, prin unele reglementări aplicabile în domeniul energiei sunt instituite norme orientate spre respectarea principiilor neadmiterii discriminării și inegalităţii, iar pe de altă parte, se menţin în vigoare unele norme cu caracter de discriminare sau se adoptă altele noi. Lipsa unor mecanisme eficiente de contracarare a acestor fenomene este în detrimentul bunei funcţionări a sistemului de utilităţi publice din Republica Moldova.
