Formation of a Virtual Government: Most Challenging Task Facing the Administrative System during the Fourth Plan (in Persian)

Abstract

Theories abound on governments. Virtual government is among the latest such theories which evolved in the late 1990s as a model for 21st century organizations. The evolution of these theories reflects the historical trend of human civilization, moving from tradition to modernism and ultimately post modernism. In the post- modern phase, this evolution has undergone a change owing to the communications revolution, as well as the nature of work and human life in the new era. As such, the industrial age has given its place to the information ege. The growth and advancement of the communications technology and the rise of virtual and electronic companies have helped shape the idea of setting up an electronic government. A mong the "E"s of this era, e-commerce has encompassed the most comprehensive meaning. But what is e-commerce which has transformed man's position and role in the society and how is it different from conventional commerce? The Management and Planning Organization has pointed to the weaknesses of the world job market in the chapter on "Job market and Employment Policies" in Economic Report and during auditing of the second year of the Third Development plan. Information technology can serve as a bedrock to make up for the weaknesses by better utilizing the strengths in a drive to direct the country's administrative development.
