Equidad del financiamiento público de las universidades argentinas

Abstract

En este trabajo se analiza la evolución del financiamiento público por estudiante otorgado a las universidades argentinas de gestión estatal con el fin de evaluar la equidad de la distribución de los fondos. Se calculan cuatro indicadores de distribución (rango, coeficiente de variación, coeficiente de Gini e índice de Mc Loone) para cada año del período 1999-2009 y se construye un ranking de las universidades para estudiar la situación relativa de cada una en la distribución. Los resultados muestran un nivel de desigualdad elevado en la distribución y con tendencia creciente desde el año 2005. Además, se observan importantes cambios en las posiciones relativas de cada universidad en la distribución, la que tendió a favorecer a las universidades más grandes en detrimentos de algunas más pequeñas.
