Abstract

В статье предлагается информационный обзор информационно-коммуникационной политики центральных банков при реализации денежно-кредитной политики. Авторы показывают, что коммуникация может быть важной и действенной частью инструментария центральных банков, поскольку она способна повышать предсказуемость решений по денежно-кредитной политике, воздействовать на финансовые рынки, а также потенциально способствовать достижению макроэкономических целей. При этом отмечаются различия в коммуникационных стратегиях зарубежных центральных банков в зависимости от степени развитости экономики, роли финансового и банковского секторов в экономике и институциональных характеристик. Особое внимание уделено опыту центральных банков и используемому ими инструментарию информационной политики, а также сводным рекомендациям Банка международных расчетов, Европейского центрального банка и Международного валютного фонда по реализации коммуникационной политики. // The paper provides a roundup of the information and communication policy of central banks in the course of monetary policy implementation. The authors show that communication can be an important and powerful part of the central bank toolkit, as it can increase predictability of monetary policy decisions, impact financial markets, and potentially help achieve macroeconomic goals. At the same time, there are differences in the communication strategies of foreign central banks, depending on the degree of development of the economy, the role of the financial and banking sectors in the economy, and institutional characteristics. Particular attention is paid to the experience of central banks and the information policy tools they use, as well as the consolidated recommendations of the Bank for International Settlements, the European Central Bank and the International Monetary Fund on the implementation of communication policy.
