Abstract

В статье представлен обобщенный опыт результатов исследований по определению оптимального целевого уровня инфляции, в том числе по оценкам порогового уровня инфляции, оказывающего негативное влияние на экономический рост; приведена историческая динамика изменения таргетов по инфляции в разрезе стран с момента внедрения инфляционного таргетирования, на основании которых рассмотрены основные преимущества и недостатки различных способов формулирования таргета по инфляции (точечная цель, диапазон, точечная цель с диапазоном отклонений); рассмотрены основные аргументы в пользу пересмотра либо сохранения целевых ориентиров; проанализирован опыт установления и достижения таргета по инфляции в Казахстане; рассмотрены основные риски и преимущества, связанные с его пересмотром. На основе проведенного анализа сформулированы основные выводы и рекомендации, которые в дальнейшем могут быть использованы при формировании и корректировании стратегии монетарной политики. // The paper presents a generalized experience of deliverables of the of research on determining the optimal target level of inflation, including estimates of the threshold level of inflation that has a negative impact on the economic growth; the historical dynamics of changes in inflation targets on a country-by-country basis since the introduction of inflation targeting is given, whereby the main advantages and disadvantages of various ways of formulating an inflation target (point target, target range, point target with tolerance band) are looked into; key arguments in favor of revising or maintaining the targets were discussed; the experience of setting and achieving the inflation target in Kazakhstan was reviewed; key risks and benefits associated with its revision were addressed. Based on the analysis performed, key findings and recommendations were prepared that could be used in future in formulating and adjusting the monetary policy strategy.
