Независимость центрального банка и достижение цели по инфляции. // Central Bank Independence and Achieving the Inflation Target

Abstract

Понятие независимости центрального банка строго не сформулировано. Вместо него предложены различные индексы, отражающие в той или иной мере самостоятельность центрального банка в разработке и проведении денежно-кредитной политики. Целью исследования является определение взаимосвязи между инфляцией и независимостью центральных банков развитых, постсоветских и развивающихся стран. Для достижения цели исследования проверялась гипотеза о наличии отрицательной статистической связи между темпом инфляции и значениями индексов CWN и GMT независимости центрального банка, а также их составляющими подиндексами для развитых, постсоветских и развивающихся стран за 2001–2020 годы. Эконометрический анализ по усредненным данным не выявил устойчивой отрицательной связи между ними. Более того, в некоторых случаях, наоборот, были выявлены их положительные связи. Установлено, что для постсоветских стран увеличение индексов CWN и GMT или их подиндексов способствует снижению темпа инфляции, а для развитых стран оно не снижает и даже в отдельных случаях увеличивает темп инфляции. Это объясняется тем, что в постсоветских странах темпы инфляции на рассматриваемом временном интервале были значительно выше, чем в развитых странах. Влияние независимости центральных банков на инфляцию также оценено по способности удерживать темп инфляции в заданном коридоре с использованием модели бинарного выбора. // The concept of central bank independence is not strictly formulated. Instead, various indices have been proposed that reflect, to one degree or another, the independence of the central bank in elaborating and pursuing the monetary policy. The aim of the study is to determine the relationship between inflation and the independence of central banks in developed, former Soviet and developing countries. To achieve the goal of the study, the hypothesis of a negative statistical relationship between the inflation rate and the values of the CWN and GMT indices of central bank independence as well as their component sub-indices for developed, former Soviet and developing countries for 2001–2020, was tested. Econometric analysis based on averaged data did not reveal a stable negative relationship between them. Moreover, in some cases, on the contrary, their positive relationships were found. It has been established that for the former Soviet countries, an increase in the CWN and GMT indices or their sub-indices contributes to deceleration in the inflation rate, while in developed countries it does not reduce and even in some cases increases the inflation rate. This is explained by the fact that in the former Soviet countries the inflation rates in the reviewed time interval were significantly higher than in developed countries. The impact of central bank independence on inflation is also assessed by the ability to keep the inflation rate within a given corridor using a binary choice model.
