Внутренние факторы инфляционных процессов в Республике Казахстан. // Internal Factors of Inflationary Processes in the Republic of Kazakhstan

Abstract

В данной статье анализируются внутренние и внешние факторы современных инфляционных процессов в Республике Казахстан по итогам 2021 и 2022 года. Выявлено, что факторы инфляции находятся как на стороне совокупного спроса (за счет эффекта «отложенного спроса» и за счет стимулирования потребительского спроса через государственные программы), так и на стороне совокупного предложения (за счет роста средних фактических затрат казахстанских производителей и перебоев в поставках на фоне введения западными странами антироссийских санкций). Выявлены основные немонетарные факторы инфляции: рост цен на продовольственный экспорт Казахстана (на фоне роста цен на мировых рынках и нестабильности объемов производства продовольствия в соседних странах), изменение мировых цен на нефть (отмечается, что инфляционное давление наблюдается как в ситуации роста, так и снижения цен на нефть), уровень конкуренции на внутренних рынках. В этих условиях оправданы меры, направленные на повышение совокупного отечественного предложения и диверсификацию национальной экономики, повышение устойчивости внутреннего предложения продовольственных товаров. // This paper analyzes the internal and external factors of current inflationary processes in the Republic of Kazakhstan based on performance in 2021 and 2022. It was found that inflation factors are both on the aggregate demand side (due to the “pent-up demand” effect and the stimulation of consumer demand through government programs) and on the aggregate supply side (due to an increase in the average actual costs of Kazakhstani producers and disruptions in supplies because of the anti-Russian sanctions imposed by Western countries). The main non- monetary factors of inflation are identified: the rise in prices for Kazakhstani food exports (because of growing prices in global markets and instability of food production in the neighboring countries); changes in world oil prices (it is noted that inflationary pressure is observed both in the situation when oil prices are growing and when they are declining); and the level of competition in domestic markets. In these circumstances, measures aimed at expanding the aggregate domestic supply and diversifying the national economy, and increasing the stability of domestic supply of food products, are justified.
