Abstract

Главой государства на расширенном заседании Правительства Республики Казахстан 11 февраля 2015 года было озвучено о необходимости избавления от проблемных кредитов, восстановления кредитной работоспособности банков и решения вопроса реструктуризации долгов по ипотечным кредитам, но только тем, кто действительно в этом нуждается. Во исполнение поручения Президента Республики Казахстан в качестве одной из мер по решению проблем ипотечных заемщиков Национальным Банком Республики Казахстан совместно с Правительством Республики Казахстан принято решение о выделении из средств Национального Банка 130,0 млрд. тенге. В апреле 2015 года Правлением Национального Банка утверждена Программа рефинансирования ипотечных жилищных займов/ипотечных займов [1]. Данная статья раскрывает предпосылки принятия государством мер по поддержке проблемных ипотечных заемщиков, описывает работу, проведенную Национальным Банком в ходе реализации Программы, а также ее предварительные результаты.
