Gemeentelijke financiering van het deeltijds kunstonderwijs in Vlaanderen

Abstract

Overheidsinstellingen worden vandaag de dag geconfronteerd met hervormingen in een stijl van New Public Management en in het bijzonder met aanpassingen van de boekhouding en de financiële rapportering. In deze bijdrage wordt een licht geworpen op het “Deeltijds Kunstonderwijs” zoals ingericht en ondersteund door Vlaamse gemeenten. Gemeentelijk kunstonderwijs wordt in eerste instantie gefinancierd door de Vlaamse Gemeenschap voor ca. € 100 mln. jaarlijks, maar de gemeenten spelen ook zelf een belangrijke additionele rol in de materiële en financiële ondersteuning van deze vorm van onderwijs. Deze gemeentelijke rol blijft echter vrij intransparant zelfs na de hervorming van de gemeentelijke boekhouding sinds 1995. Een belangrijke vraag blijft dan ook de hoogte en de wijze van financiering door gemeenten en de mate waarin de hervormde gemeenteboekhouding hierbij de informatie en het zicht op beheersmogelijkheden verbetert. Daarnaast gaat deze bijdrage in op de vraag waarom de gemeentelijke financiering van het deeltijds kunstonderwijs verschilt over de gemeenten en welke factoren hierbij een rol spelen.
