Organization Of Scientific - Technical Policy In Accordance With International Experience

Abstract

Analysis of scientific - technical policy of Ukraine and foreign countries has allowed to identify the main directions of construction of the system of public administration scientific - technical activities. To form the foundations of state scientific and technological policy and strategic planning of the organization of scientific and technological development of Ukraine it is expedient for the National Science Council under the President of Ukraine as an advisory and consultative authority. A creation of public funds administered by the central executive body in the field of science. In order to create conditions for harmonization of regulatory principles of science and technology policy with European standards for determining scientific directions panelists at the State Fund should be used existing international standards, including the International Classification of occupations.
