Abstract

Urgent implementation and promotion of the project is not only a contemporary requirement but also an urgent necessity to bridge the gap between politics, public administration and science. On the one hand the situation related to the pragmatists often does not see prospects because their declared goals conflict with the results of their actions. On the other hand abstract scientific approaches tend to separation from the real geopolitical and regional reality, the value of which is growing rapidly. Such projects reduce the gap between theory and practice and are able to solve very specific urgent tasks of public administration.
