Elements Of Social Mechanisms Of Governance In The Region

Abstract

The basic structural elements and factors of governance of socio-economic processes in the region. It was established that in determining the priorities of state management of social and economic processes known to use European experience, but take into account national peculiarities. Among the main priorities of state management of socio-economic processes are: implementation of administrative-territorial reform deepening and development of fiscal decentralization; increasing funding for education and health; creation and development institute partnership between the state and private agents. By species composition of regional socio-economic policies appropriate to include the following elements: economic policy, financial policy, combining monetary, banking, pricing, fiscal and investment; industrial policy, which consists of industrial, agricultural, transport, construction, energy, etc; foreign economic and interregional policy; Competition policy in the regulation of monopolies and development of small and medium enterprises; Social policies: policies in the field of demography, health and social protection; policy on education and cultural education, including science; pension policies; labor policy; policy in the sphere of housing and communal services and providing citizens with affordable housing; Information and communication policy; innovation policy; institutional policy. The main elements of social mechanisms of governance in the region, offered include: budget management mechanism; Investment and innovation management; Information and software development in the region; reforming the mechanism and regulation of economic relations at regional level.
