The specifics of the implementation of public service in the service state

Abstract

Service idea of the state based on the classical scheme: "producer services - the consumer", where the stability and legitimacy of public institutions related to the efficiency of detection, simulation and implementation of individual and group interests and needs. In the "service" of the dominant indicator of management was a "customer satisfaction.". This implementation of quality public services in the service state, brings it to the status of a political institution that serves citizens, making it not an instrument of coercion and state for people, which provide public officials ensure quality services without relying on additional resources individual influence or gain. According logical, in the service state should exist so-called service model implementation of public services. These models provide: efficiency and effectiveness of emergency operative interaction of public power relations to provide services on the basis of the functioning of the network society, clearly and correctly identifying with his actors; professionalism subject of public policy that ensures the implementation of these services, which should be a priori qualitative and accordingly will improve relations between the various structural elements of the state; development of highly skilled human resource capacity of the state administration and the personal and professional responsibilities of civil servants; representation of the public sector public policy. For this is justified by the need for an integrated approach to standardization goals and objectives of management activities (systematic relationship sociological, psychological, administrative, economic, informational, legal forms, methods, techniques and methods). Service approach to the nature of the state is also associated with the following areas of optimization of power-legal activities as the development of network forms of administrative cooperation, the formation of "electronic government" communication technologies for monitoring and planning, the development of "online" services, and the formation of multilateral relations , etc. So interesting to investigate the mechanism of realization of public services in the service state. Identify the characteristics and classification of public services in the state service. A focus on the distinction between "public service", "public services", "administrative services".
