The participation of local government in providing social protection of members of territorial community

Abstract

This article is devoted to the analysis of the performance of local governments to ensure an adequate level of social protection.The aim of the paper is the definition of "social protection" and establishment its organizational forms, study the basic directions of social protection of the people that can be implemented with the participation of local authorities and will improve the living standards of territorial community members. Investigated the concept of "social protection" and its components, the authority of village, town, city and district councils in that area, made suggestions for their improvement. Analyzing the interpretation of social protection by the supporters of broad approach, we can conclude that its features correspond to the essence of the social functions of the state. Given this, more appropriate consider it necessary to examine social security in the narrow sense as a system of legal, economic, financial and organizational means and measures to protect people from the adverse effects of social risks. Municipal management of social protection of the people should be made in the following areas: social security, social services and government guarantees for the protection of social rights.
