Abstract

The article notes that theoretical knowledge is the basis of human progress in the sphere of science and education, i.e., it affects all spheres of human activity. According to researchers the problem of human development, showed that modern society over the past 200 years has undergone great changes. Billions of people have gained political freedom, economic prosperity, opportunity to learn, improve their knowledge and cultural development. At the same time many people still live below the poverty threshold. Underdeveloped countries need assistance from developed countries, in the excellence of the formation of political positions, strategies and development in general. The same article notes that at the same time we should not forget that the developed countries located in different regions have different starting points for the development of the present and in the future. This definition is more for the countries of Eastern Europe, in particular the countries of the post-Soviet space.
