The Political-Administrative Relations In The Context Of Formation Of The Governance In Ukraine

Abstract

In this article the studies of the western political-administrative relations is analyzed. The study of the works of western scholars allowed identifying the three main schools of scientists who explored the interaction between politicians and the supreme administrative officials: the members of the first school adhered to the strict separation between politicians and officials, second - refuted this idea, and the third claimed about the complementarity between political and administrative positions. Today the dominance in the Western democracies of the third school is associated with the transition from public administration to the concept of Governance. In the process of the analysis it was developed the model of interaction between politicians and senior government official as a key instrument for reforming the system of public administration under formation of the Governance in Ukraine.
