Land as an idea and fundamental material basis of social and political development of ukraine

Abstract

In the article the authors researched system of public administration of land relation in Ukreine. Defined the role of land as ideas and material basis of social and political development of Ukraine in the context of globalization transforms in the world. Analyzed ability of Ukraine's nations to properly use the land resources as a powerful source of development of national consciousness of citizens, the economy and the foundations of civil society. Soundly a casual cause-relationship interconnection between the effectiveness of public administration of land relations, forming of this basis the middle-class of society and the development of civil society. Topicality of this article determined by the fact that despite the events in Ukraine and the specifics of national devolopment, first as an industrial-agrarian country, the current stage of our development is characterized by the processes ща globalization of the economy and turbulent phenomena from various information and communication events. It is felt that building foundations of postindustrial society in our country held in escalated international competition which is why there are many global and regional issues related to limited resources, including staff, opportunities Ukraine. Argued that the congestion of knowledge without clear ideology in defining the target in the process of development of society for most citizens of Ukraine causes some discomfort in life and even decrease the meaning of life in his country. Dissatisfaction of condition of management becomes antagonistic forms, growing accumulation of unresolved contradictions in the environmental, social, demographic, military, informational, financial and economic spheres. In modern Ukraine, despite some improvements, situation with compliance and protection of human rights and freedoms on the ground remains unsatisfactory. This is due to the fact, that natural for any country reformation of foundations of system the socio-political relations in the society in Ukraine delayed. Organizational social and political life of our people rejected to the level of socio-political relations that were inherent in the feudal system. One of the important conditions for the formation and consolidation of modern Ukrainian society is an effective system of economic relations, which should provide economic liberty of personality, formation of advanced social class of collective and individual owners of the means of production, development of Institute of property (state, community), economic Competition, activity, independence and equality of the economic subjects. In this context it is important to articulate attention to the fact that the objectives of the agro-industrial policy of Ukraine has become a middle class, as the basis of society, state stability (as a social and political) framework for development of market economy and democracy. In other words, the creation of the middle class as a potential subject of Ukrainian innovative modernization.
