Abstract

The article is devoted to finding effective mechanisms for the implementation of leadership in the local government system of Ukraine. The importance and urgent need for the implementation of leadership caused by the natural tendency of people to transfer their authority in the management of local affairs, and of course, shift the responsibility for the work in their chosen people - leaders. The article given characteristic elements of local government and it is proved that in spite of different powers, the formation, composition, and even the whole system of local government, in terms of increased requirements for adaptability and flexibility should be based on the principles of good governance, which is based on a more complete and efficient use of human potential development in people of values and organizational culture , the creation of the spirit of innovation, implementation of different leadership styles.
