Abstract

This article analyzes theoretical and methodological aspects of reforming by institution of the Ukrainian Parliament Commissioner for Human Rights and its regional offices. Objective of the article is substantiation of necessity raising the efficiency of public administration in the area of human rights, including the reform of Ukrainian Parliament Commissioner for Human Rights. This substantiation can be done by analyzing the scientific researches, content concepts, development trends ombudsman in foreign countries. In the context of European integration of Ukraine is significantly contributed to meeting the political criteria for EU membership. Research the possibilities of improvement of an appeal and the ways of its unification.
