Parallel Imports. A Temporary Measure and an Eff ective Foreign Trade Mechanism?

Abstract

Parallel imports are an effective mechanism of international trade in goods with a long history and rich legal and commercial practices. In Russia parallel imports were a response to the withdrawal of foreign companies from its market after the start of the Special Military Operation in Ukraine. The article introduces economic definitions of parallel imports and related concepts, analyzes the positive and negative factors affecting the country legalizing this practice, and also evaluates the international practices of parallel imports. The conclusion reflects the potential opportunities and steps for the development of the parallel imports mechanism in Russia.
