International Trade in Circular Goods: Overview

Abstract

The main trends in international trade in circular goods produced within the closed-loop economy are considered. It is shown that the volume of trade in circular goods has more than doubled over the past twenty years. Opportunities and risks associated with the trade in circular goods are analyzed. The main problems in the trade are identified: incorrect commodity identification, gaps in the harmonized system (HS), contradictions between the HS and the Basel Convention provisions in relation to waste trade. Considering that the market for circular goods is projected to double in size by 2026, a multiple increase in international trade in these goods might be expected, which will require the removal of barriers noted in the article.
