Interaction with the Russian scientific diaspora as a necessary element of the state policy in science and technology

Abstract

The modern stage of globalization of social and economic development is characterized by a toughening of competition practically for all resources and, not the least, for intellectual potential, as the most important resource of economic growth. Russia should inevitably participate in this competitive fight. For this purpose implementation of a system and consistent state policy on involvement of researchers to the country is necessary. The most appropriate first step in this direction is forming of system of interaction with the Russian scientific diaspora for the purpose of involvement of the scientists-compatriots working abroad, to the solution of problems of modernization of national sector of researches and development and education.
