The Development of an Information Base for Setting and Monitoring the Implementation of Science-Related Government Assignments

Abstract

The article considers the complex of existing web resources containing a variety of data, which reflect the status of national science and technology. These include The National performance monitoring system for scientific organizations conducting research, experimental development and technology works (FSMSO), the Unified government’s information system for recording the results of research, development and technological works of civil purpose (USIRS R&D), the official website for publishing information about government’s (municipal) institutions Bus.gov.ru, the departmental information systems, such as, for example, the automated system for consolidated reporting of the Federal Agency of Scientific Organizations of Russian Federation, the information system of sciencerelated government assignments of higher educational institutions and scientific organizations subordinated to the Ministry of education and science of the Russian Federation. The complex of existing information systems is examined from a standpoint of its use in the process of setting and monitoring the implementation of science-related government assignments. The article presents the analysis of FSMSO and USIRS R&D information systems and provides some suggestions for their improvement. The proposals for the integration of information systems that contain data about the development of national science and technology are presented. In particular, pertaining to FSMSO the author provides proposals for amendments to the Guidelines for Calculation and Entry of Data Based on Performance Indicators of Scientific Organizations. With regard to USIRS R&D it is proposed to improve the database structure and the tool for retrieving information from the system for its analytical processing. To improve the efficiency of the information system of sciencerelated government assignments it is recommended to integrate data on S&T works and services available in FSMSO, USIRS R&D and the database of the official website for publishing information about government’s (municipal) institutions Bus.gov.ru. The structure of the unified information system (Internet portal), which integrates Internet resources reflecting the status of national science and technology is presented.
