The Results of Monitoring of Russian Core Research Facilities and Large Research Facilities for 2015

Abstract

Importance. A network of core shared research facilities (CSRF) and unique scientific installation (USI) is presently functional in Russia. The State actively provides legal assistance and financial support. Through the annual monitoring, resource potential, effectiveness and demand for users of the CSRF and the USI is analyzed. Objectives. Analysis of the statistical data received from the CSRF and the USI reports in 2015. Methods. Used a comparative analysis of resource potential and effectiveness. The entire group of CSRF and USI and its subgroup, supported under Federal Target Programme «Research and development forwards priority trends of science and technology» in 2007–2015 (supported group), are the objects for comparisons. Results. A significant share of the CSRF and the USI belongs to the organizations, overseen by the Ministry of Education and Science and by the Federal Scientific Organizations Agency (FSOA) of Russia. The share of foreign scientific equipment is very high (70 %). It reached 77 % in the supported group. This is a one of the central challenges of the Russian scientific infrastructure. The supported group is well staffed, equipped and actively engaged in service-oriented research activities and education process. A great share of the USI specialized in physics, chemistry, material science and astronomy. The USI services are actively provided for the benefit of its base organizations, not only for the benefit of external customers. Conclusions and Relevance. The survey results are applicable to define scientific infrastructure subsidy programmes, pool of indicators for assessment and monitoring of the effectiveness, «road maps» for developing the network of the CSRF and the USI in Russia.
