Türkiye’nin Üretim ve Dış Ticaret Yapısındaki Gelişimin Seyri (2010-2019)

Abstract

Türkiye 24 Ocak 1980 İstikrar Tedbirleriyle ithal ikameci sanayileşme politikasını terk ederek ihracata dayalı sanayileşme politikasını benimsemiştir. Bu yeni politika Türkiye’nin başta dış ticaret hacmi olmak üzere diğer bütün makro ekonomik göstergeleri üzerinde büyük değişime neden olmuştur. Bu değişim Türkiye’de ortaya çıkan 2001 finansal krizi ve sonrasında uygulanan yapısal reformlar ile hız kazanmıştır. Yeni politikalar ekonomide temel bir dönüşüme yol açarak kısmen istikrarın sağlanmasına katkıda bulunmuştur. Ancak bu dönüşüm süreci ülkede dış ticaret açığının her yıl bir önceki yıla göre artmasına, yüksek büyümeye karşın işsizlik oranının düşmesine, ithal ara mal girdisinin azalmasına ve daha birçok temel soruna çözüm getirememiştir. Ancak rekabet gücünün artmasına katkı sağlamıştır. Yine son yıllarda global eğilimlerin giderek belirgin hale gelmesi, ulusal paranın döviz karşısında değerini koruyamaması ise söz konusu sorunları daha karmaşık hale getirmiştir. Bu çalışma esas itibariyle büyümenin lokomotifi olarak genel kabul gören üretim ve dış ticaretin Türkiye ekonomisi içindeki gelişim seyri ile sektörel bazda özellikle son on yıl içindeki (2010-2019) dönüşümünü analiz etmeyi amaç edinmiştir. Bu amaç doğrultusunda Türkiye’nin giderek artan ara mal ithal talebiyle birlikte; dış ticaretin sektörel bazda değişiminin nedenlerine açıklık getirilmeye çalışılmıştır.
